Plot summary
In 2002, in the weeks after the September 11 attacks, Ray Kasten works counterterrorism for the FBI and Jessica Cobb investigates for the Los Angeles district attorney's office. They meet Claire Sloane, a new assistant district attorney. A call sends them to a dumpster beside a mosque that Ray has been watching for possible terrorist links, where the body of a woman has been found, cleaned with bleach inside and out to remove evidence of rape and murder. The dead woman is Carolyn, Jess's eighteen-year-old daughter. Ray was supposed to meet Carolyn to arrange a surprise party for Jess and arrived late because of work, so he feels partly to blame. The discovery breaks the team apart, Jess wants to leave the city, and district attorney Martin Morales is reluctant to pursue a suspect useful to the terrorism investigation.
