Granite City was home to twin brothers with superhuman abilities; after a fire killed their parents, one grew into the hero Samaritan and the other into the villain Nemesis, who forged a sledgehammer to gain an edge. A confrontation at the power plant apparently killed them both and left the city dark. Years afterward, Sam Cleary, thirteen, watches his mother Tiffany struggle to keep them housed, and with eviction near he accepts work from a gang run by Reza. The job goes wrong, and Cyrus, the gang's true leader, is impressed by the boy. Reza and his friends come after Sam for payback, and a garbage collector named Joe Smith drives them off with a show of superhuman strength. Sam begins to suspect his reclusive neighbor is Samaritan.
