Plot summary
The Krang have overrun Earth by 2044, and the resistance has fallen. Leonardo and Michelangelo put their student Casey Jones on a journey into the past to retrieve the key that let the aliens through, and he reaches the present months after the Shredder's defeat. A theft by Hypno-Potamus and Warren Stone brings the Turtles out, and the key is among the goods taken; the Foot Clan seizes it first. Back at the lair, Raphael and Leonardo clash over Leonardo's growing ego. April O'Neil subdues Casey and brings him to the brothers, and there he explains his mission. Splinter recalls that the Krang reached Earth long ago and were exiled by warriors who forged the key, a mystic weapon. With April, Splinter and Casey beside them, the Turtles go after the Foot.

- Rise of the Teenage Mutant Ninja Turtles: The Movie was written while the show's second season was being shortened, forcing the writers to adjust the film's plot to match changes made to the season's story. - The entire production of Rise of the Teenage Mutant Ninja Turtles: The Movie was carried out during the COVID-19 pandemic, and the team had eight months to complete an animatic, with a 90-plus team at Nickelodeon working on the film.
- Writing the Krang as the film's villains, co-developers Andy Suriano and Ant Ward wanted them to be more dangerous foes than the series' Shredder, so the characters' size proportions were made larger than in previous portrayals.
