Plot summary
Twenty-four years into his career with the Los Angeles Police Department, Dave Brown still patrols the Rampart Division, where he roughs up a suspect to learn where a meth lab is. Off duty he shares a household with two ex-wives, Barbara and Catherine, who are sisters, and with his daughters Helen and Margaret, and he sleeps with both women while pursuing others. At a piano bar he picks up a stranger. The next day another driver slams into his patrol car, swings the door at him and tries to flee; Dave beats him, and a bystander films it. The department is already under siege from the Rampart scandal, and the assistant district attorney wants him to retire. He refuses.

- An attempt to market Rampart on Reddit went "horribly wrong", according to Forbes: during Woody Harrelson's AMA (Ask Me Anything) session on the IAmA subreddit, Redditors were disappointed by his answers and his apparent misunderstanding of the format, and some vowed to boycott the film.
- Before Rampart's release, its marketing team posted controversial posters in several major U.S. cities showing Woody Harrelson's Officer Dave Brown beating a man with a baton; they read "I Work For You" and were meant to look like street art.
- Woody Harrelson lost 30 pounds to prepare for the role of LAPD officer Dave Brown, saying the character's relationship to food was very similar to his relationship with women, and accompanied two real LAPD officers as research.
- To draw emotional performances out of his actors, director Oren Moverman eschewed rehearsals, did fewer than five takes for most scenes, and encouraged improvisation.
