Plot summary
Barrett Coldyron, a police captain who runs the department's robotics lab, designs a prototype robot officer called R.O.T.O.R., meant to keep the peace in a chaotic future. His superior, Division Commander Earl Buglar, wants the machine finished within sixty days so that Senator Donald Douglas, who pays for the project, can use it in a campaign for president. Coldyron refuses and resigns rather than be fired, leaving the work with his assistant Dr. Houghtaling and Houghtaling's robot, Willard. An accident in the lab switches R.O.T.O.R. on and sends it out on patrol. It pulls over a speeding driver and kills him, having no higher brain functions. The driver's fiancée, Sonya, becomes its next target because the machine treats her as an accomplice. Coldyron hears of the killing and finds out that the robot is running.
