Plot summary
Danny and Beth, who stopped the bombing of an American arms plant, are recovering at Danny's house with the puppets when Blade reports that the Nazis have taken Tunneler. Men in suits seize the pair, and they are taken to a military base, where Major Collins praises them, tells them General Porter will present Danny with a medal, and assigns Sergeant Stone as their bodyguard. In a laboratory in Chinatown, the Austrian doctor Freuhoffer works for Kommandant Moebius on a device meant to bring the dead back to life, with his daughter's safety held over him. Moebius gives him Tunneler to study, and fluid drawn from the puppet is meant to raise soldiers for Germany. Danny and Beth set out to find the Nazi hideout and get Tunneler back.

- Puppet Master X: Axis Rising was heavily restricted by its budget: scenes meant to take place in large spaces were shot in small rooms instead, and with no stop-motion animators involved, the puppets' movement was limited.
- It is the eleventh film in the Puppet Master series, yet it was named Puppet Master X, the Roman numeral for 10, on purpose, to reassure fans that the Demonic Toys crossover film was not canon.
- Writer Shane Bitterling was instructed to leave out the Ninja puppet from Axis of Evil, after Charles Band said: "We're not using the ninja. Nobody liked that one."
- Newcomer Shane Bitterling met Full Moon founder Charles Band at a memorial service for Domonic Muir, who wrote the previous film and died in September 2010; Bitterling helped Band with Muir's unfinished scripts and became his first choice to write the film.
- The character Bombshell, a puppet in the film, was based on an unused puppet from the canceled Puppet Wars spin off series.
