Plot summary
Danny Coogan has a limp that keeps him out of the war, and he builds chairs at the Bodega Bay Inn, the hotel his Uncle Len owns, while his brother Don prepares to ship out. A guest there, the puppeteer André Toulon, has left Berlin for Geneva and then America to hide from the Nazis. A gunshot sends Danny to Toulon's room, where two men in black push past him and he finds Toulon dead. Danny takes the puppets from a wall panel and brings them to life. At a Chinatown opera house, the assassins Klaus and Max are told to destroy an American bomb plant; Max is to work at the plant and get close to Beth, who runs its office and is Danny's girlfriend.

- Full Moon lost creative control of the Puppet Master and Demonic Toys crossover after selling the rights to the Sci-Fi channel, which handled Puppet Master vs Demonic Toys entirely, because the studio could not afford to make it.
- Sci-Fi wanted Puppet Master vs Demonic Toys to be a TV series pilot, but series creator Charles Band had written the contract so he kept the rights to both franchises, and Sci-Fi only got a license for one film.
