Plot summary
Commandant Eric Lassard decides his police force has too much work and too few officers, so he creates Citizens On Patrol, a program that puts civilian volunteers alongside his officers. Carey Mahoney and his friends train the newcomers. The volunteers include Tommy "House" Conklin, Lois Feldman, Mr. Kirkland, and the skateboarding delinquents Kyle Rumford and Arnie Lewis, who join as an alternative punishment with their lawyer Milt Butterworth. Captain Thaddeus Harris wants Lassard's job. When Lassard leaves for an overseas conference, Harris and Lieutenant Carl Proctor take charge, and Harris sets out to make the volunteers quit.
