Plot summary
Serious crime is rising in an unnamed city, and the 16th precinct feels it most. Zed McGlunk leads a violent gang called the Scullions, and they cause the most trouble there. Chief Henry Hurst tells Captain Pete Lassard to fix the precinct within thirty days or lose his command. To help, Hurst sends six new officers from the 1984 police academy class: Carey Mahoney, Larvell Jones, Eugene Tackleberry, Moses Hightower, Laverne Hooks and Douglas Fackler. Lieutenant Ernie Mauser wants Lassard's job and works with Sergeant Carl Proctor to undermine him.
