Plot summary
Rudy Ray is a former Texas Ranger and the son of a Texas rancher, and his brother Joe Ray is one of the inmates being moved to a new prison. Howard, a convicted corporate criminal, arranges the escape of a group of prisoners during that transfer, and the escapees head for a shopping mall in Fort Worth. There they seize shoppers as hostages, killing a number of others in the takeover, and issue their ransom demands. Rudy, who has worked as a mercenary, is the one person who can move against the escaped convicts while the shoppers are held inside.
