Plot summary

Pam and Jeremy Miller live apart while their divorce is settled. She works the 911 emergency lines, he is a city police officer, and their daughter Cassie is in Pam's custody for now. A criminal named Richard kidnaps the girl and dials 911, reaching Pam. He orders her to send Jeremy to particular spots in the city, where her husband is meant to be killed, and he will not let her hang up or answer any other emergency, which leads to a physical conflict with a coworker. Pam relays his instructions through dispatch, and police and fire units are sent to remote places across the city, where they meet chaos.
