Operation Delta Force 4: Deep Fault (1999) on Netflix

Plot summary

Seismologists are taken prisoner, and the authorities know of only one team to turn to: the elite Delta Force. A four-man unit is handed the difficult job of finding the hostages and getting them out, and a female scientist lends the team her help. The men are up against a terrorist who plans to detonate nuclear devices and trigger a massive earthquake. Once the mission begins, the team runs into surprises, and the operatives are out-manned and out-gunned with nothing to lose.
