Nick of Time (1995) on Netflix

Plot summary

At Union Station in Los Angeles, accountant Gene Watson and his six-year-old daughter Lynn are waiting when two strangers in suits, Mr. Smith and Ms. Jones, take an interest in him. After Gene stands up to a skater who bothers Lynn, the pair show a badge, claim to be police, and pull father and daughter into a van. There Smith strikes Gene's knee with a pistol and sets out the terms: by 1:30 that afternoon he must shoot the woman in a photograph, or Lynn will be killed. The photograph shows Eleanor Grant, California's governor, who is to speak at the Bonaventure Hotel. Gene is handed six bullets and a gun, plus a name tag. Smith follows him to keep him from warning anyone, while Jones waits in the van with Lynn.
