Plot summary
In the 1990s, Newark, New Jersey, was a city with a reputation for stolen cars. For the young people of the neighborhood, taking a car and driving it for the thrill is an ordinary way to pass the time. Jason Petty and Midget are two Black teenagers who live that way, riding in vehicles that belong to other people. When the pair takes a police car, the department answers with force, and officers beat and shoot the people they suspect.
