Plot summary
In Birch County, California, several careless and unlucky motorists have collected traffic tickets, and the offenses have cost them their licenses, while their vehicles have been impounded. A judge orders the offenders to a driving course to win both back. Deputy Henry "Hank" Halik is the officer assigned to teach the class, and he mistreats the students. Dana Cannon, a landscaper, is one of the drivers sent to him.

- Writer and director Israel attended traffic school himself after being pulled over for an illegal U-turn: he argued with the officer, the check turned up 13 outstanding tickets and an unsettled moving violation, and he went straight to jail.
- Robert Conrad took an unbilled role in the film purely as a favour to Pat Proft, who was an old friend of his.
- Research was a dead end: a lot of people were interviewed, including a man who owned a traffic school, but all his stories were boring, so everything was made up instead.
