Plot summary

During the Gulf War, Marine sniper James Dunn is ordered to kill an Iraqi courier. He refuses when he sees the courier is a ten-year-old boy, and in the struggle that follows his commanding officer is killed. Convicted of murder at court-martial, Dunn waits in a military stockade for his execution. Five years later, a rescue interrupts his transfer to death row, and Lieutenant Colonel Grant Casey offers him a place on a team that targets criminals the law cannot reach. Dunn's first mission makes him the fall guy in the assassination of the first lady. Dr. Victoria Constantini has video of the shooting, and both she and Dunn are being hunted.
