Plot summary
A film has surfaced that shows Kurt Von Metz, now running for chancellor of West Germany, helping Adolf Hitler take his own life. To keep it from the public, Von Metz has anyone who has seen it killed, and the killings land in Washington, D.C. Detectives MacArthur Stern and Ellis Fielding are put on the case. Ellis's deductions are lightning fast, but a disastrous undercover drug sting left him with dissociative identity disorder, and violence can trigger blackouts in which he becomes characters from television, among them Popeye and Captain James T. Kirk. The pornographer Harry Gutterman, known as the Hippo, tells the two that the film's trail leads to New York City, where agents of the FBI are under orders to intercept it.

- J. T. Walsh was originally cast as Grimmer and had completed two days of filming when Dan Aykroyd learned he had been in the John Belushi biopic Wired; Aykroyd reportedly had Walsh fired over his part in that film, which Aykroyd had opposed.
