Plot summary
George Kuffs is 21, unemployed and a high school dropout in San Francisco. His girlfriend Maya is still in college and pregnant, and George figures she would be better off without him. He goes to his older brother Brad, an officer in the city's Patrol Special Police, a private force that works for hire, and asks for a loan. Brad offers him a place instead in the district he owns. A man named Kane shoots Brad, and George, who saw him at the scene, picks him out in a lineup, though the police let Kane go. Captain Morino tells George that Brad has died and left him the district. Local businessman Sam Jones wants to buy it, but George keeps it and starts training as an officer.
