Plot summary
After a violent jailbreak, Inspector Harry Martineau of the Manchester police rightly guesses that the man who got out will come home. Don Starling is a local criminal, and the takings of his last robbery are in the city; the escape has also made him one of the most wanted men in England. Martineau works his local contacts and moves through bars and gambling rooms looking for him. At home, his wife Julia will not give him the children he wants, and the case takes his attention. A robbery that Starling planned with his associates ended with a young girl killed, and Martineau is soon investigating that death as well.

- Hell Is a City was Stanley Baker's second and last film for Hammer: after he appeared in Zulu (1964), the studio could no longer afford him. It was also Val Guest's last big Hammer movie.
- An alternative ending featuring Stanley Baker's reconciliation with Maxine Audley was shot but apparently never shown in cinemas, later appearing as a bonus feature on at least one DVD release.
