Plot summary
Patrick Walker works homicide in a corrupt city, estranged from his family and collecting payments from Lawrence Beaumont, a real estate tycoon running for mayor. Beaumont's son Charlie, his girlfriend Mia, Johnny and Wes pull a heist on a batch of washing machines and find a hidden shipment of cocaine inside. Narcotics detectives chase them, and one of the squad, Cortez, ends up badly wounded in a hospital. Charlie and Mia carry the cocaine to Tsui, who runs the local Triad and holds a debt over Mia for stealing his car. Masked gunmen burst in and kill Tsui and his enforcers; Charlie and Mia slip away. When word spreads that Charlie is blamed for the killing, Beaumont orders Walker to track him down. Walker and his rookie partner Ellie begin following leads.

- An initial cut of Havoc was delivered to the studio in February 2022, but the film needed reshoots that were pushed back to July 2024 by scheduling conflicts and the SAG-AFTRA strike, a gap of more than two years.
- Havoc was shot primarily in Wales, but Gareth Evans sets the story in an unnamed fictional United States city that merges elements such as an elevated train and a Chinatown district from Chicago, New York and Philadelphia.
