Plot summary
Johnny Cave, a former boxer, is put in charge of the New York Department of Weights and Measures after the chief deputy is nearly killed in a car crash arranged by Marty Cavanaugh, a corrupt figure who runs a citywide racket. Joe Green, the man Johnny replaces, warns him that the men behind Cavanaugh sit higher up. Johnny reminds his inspectors that their department matters and that corruption is a constant hazard. In the field he works beside his naive partner, Patrick James Haley, and fines a market for weighting stewing chickens with lead and a gas station for shortchanging customers. Merchants who want the fines dropped offer him money, and he turns them down. Janet Henry, his fiancée, tells him he is too stubborn in his campaign against corruption.
