District 13: Ultimatum (2009) on Netflix

Plot summary

Three years after the events of the first film, the authorities try to bring law and order back to District 13, without success. The death of the district's gang overlord has left a power vacuum, and five rival lords, among them Tao, Molko, Little Montana, Karl and Ali-K, fight over the territory. Leïto keeps knocking down the walls around the district until Molko tells him to stop, because the walls keep the outside world out. After Damien single-handedly takes out a major drug dealer, he is framed for dealing drugs and taken into custody, though he manages a brief call to Leïto. Meanwhile, Walter Gassman and his agents at the Department of Internal State Security plan to demolish the district's five tower blocks and build luxury flats once the ground is cleared.
