Plot summary
Cyborg units are outlawed on Earth, which fears they could seize control of the planet. Four female androids are smuggled to Earth anyway, and Jack Ford is given the job of tracking them down. His search carries him from the streets of Phoenix to New Angeles, a city beneath the sea, where a kingpin and his criminal army are waiting.
