Plot summary
San Tiburon houses the world's most dangerous supervillains and enhanced individuals, its power inhibitors keeping their abilities in check. Into that population comes Payback, a vigilante who hunted enhanced humans and now serves time among them. Warden Devlin runs the prison and keeps a close watch on Julius 'The Lobe' Loeb, an inmate known for his intellect and telekinesis who is rumored to hold a hidden fortune, and Devlin wants to know where it is. Diego Diaz arrives as a new inmate with heightened empathy and nothing else, and the shifting balance among prisoners and staff leaves him choosing sides with care so that he does not become a pawn in the contests around him.
