Plot summary
Clifford, ten years old, never sets down his toy Brachiosaurus, Steffen, and fixates on Dinosaur World, the theme park in Los Angeles. On a flight to Honolulu for his father Julian's business trip, he causes enough disruption that the plane makes an emergency landing in Los Angeles, and he is barred from the flight. Julian asks his brother Martin to keep the boy, and Martin agrees, hoping to show Sarah Davis, the woman he plans to marry, that he handles children well. Martin designed the park's Larry the Scary Rex attraction and promises Clifford a visit. The next day his boss Gerald Ellis orders the city's transit plans redone within two days.

- Producer Larry Brezner halted production on Clifford because he worried it resembled another evil-child comedy, Problem Child; co-writer Steven Kampmann then suggested casting Martin Short as the child, since Short was a fan of The Bad Seed.
- Steven Kampmann, hired to direct after he and Martin Short shot screen tests that Orion Pictures liked, was replaced by Paul Flaherty, from Short's SCTV days, after disagreements with the creative team.
