Plot summary

Bombay in the 1980s, where the underworld's hold on the city is hard to break. A mill strike leaves many young men without work, and local gangs draw them in, while close ties between politicians and gang leaders keep the police from rooting out the problem. Vijay Singh, an officer who does his job with more integrity than the men in power care for, is taken off the field and posted to Nashik as dean of the police academy. There he selects five bold cadets and trains them to operate inside the system, bending its rules to serve what he sees as a greater good. The five become encounter specialists, carrying out planned operations against the city's criminals while the rules of the force are still observed.
