Plot summary
A Brooklyn street corner becomes a shootout between Detective Eddie Santos and drug dealer Tino Zapatti, and a stray round kills a six-year-old boy. Mayor John Pappas steps forward to calm the city. His deputy mayor, Kevin Calhoun, is not satisfied: Tino is the nephew of mob boss Paul Zapatti, and he was out on probation after a drug conviction that normally carries years in prison. Calhoun wants to know who let him walk. Frank Anselmo, a Brooklyn political boss tied to the Zapattis, pushes back, while Marybeth Cogan, a lawyer for the detectives' union, works to protect Santos's family and the pension it has been denied.
