Plot summary
British-ruled Hong Kong in 1963 is a corrupt colony, and Ho arrives in it from Mainland China as an illegal immigrant with no papers. He comes good-natured, with guts and combat skills, and he plunges into the criminal underground, where rivals confront him constantly. Ernest Hunter, a corrupt British Superintendent of Police, is the main opponent standing in his way. Lee Rock is the Chief Detective Sergeant. Ho is turning himself into a ruthless drug lord, and the story draws on the real-life gangster Ng Sik-ho. An earlier 1991 film, To Be Number One, told the same story.
