Plot summary
Billy Turner has been gone from his hometown of Blue City, Florida, for five years. A bar fight lands him in jail soon after he arrives, and there he learns that his father, the town's mayor, was killed before he got back. Chief Luther Reynolds says the police never identified the killer, though he mentions Perry Kerch, the business partner of Jim's widow Malvina, as a suspect. Billy starts looking into the death on his own, and his old friend Joey Rayford wants nothing to do with it. Billy calls on Kerch, who denies the killing and has his men beat him.

- Walter Hill wrote the screenplay with Lukas Heller for a leading man in his mid-30s, but after young male actors became popular in the mid-1980s the script was rewritten to fit one of them.
- The motorcycle used in Blue City is apparently the same 1978/9 750cc Triumph Bonneville T140E that Richard Gere used in An Officer and a Gentleman, in which David Caruso also appeared.
- Michelle Manning had a production deal at Paramount as a producer and was developing directing projects, but Blue City was the last film she ever directed.
- David Caruso, who had already made An Officer and a Gentleman and Thief of Hearts for Paramount, said the studio specifically crafted his Blue City role for him.
