Plot summary
Cheng Shih-Nan, a police officer from Sichuan, comes to Hong Kong with her assistant Hsiao-Sheng to hand over Wong Ti, a drug smuggler who has agreed to testify against his boss. Wong escapes from custody, and Cheng is told by the State Council to remain in Hong Kong and work with Chief Inspector Wu Wei-kuo until he is caught. She finds the city's ways decadent and disputes how the Hong Kong police get things done, and Wu's father, Colonel Wu Tien-tzu, a retired Nationalist officer, adds to the friction with his politics. Cheng wants the squad to answer to her, while the two sides disagree over how a suspect may lawfully be arrested.
