Plot summary
A vigilante called Red Hood calls the leading drug dealers of Gotham City together and declares that he is taking over their trade. He takes forty percent of the profits, shields them from Black Mask and from Batman, and warns that anyone caught selling drugs to children will be killed. Batman stops the theft of a shipment belonging to Black Mask that carries the android Amazo, and finds that the thieves work for Red Hood. Black Mask puts a hit on Red Hood in response.
