Plot summary
A masked figure called Batwoman appears in Gotham City, targeting criminals with tactics that go beyond the restraint Batman follows. Batman and Robin set out to learn who she is and to stop her before her methods cause more harm. At the same time, Penguin and Rupert Thorne are arranging an illegal weapons deal with Kasnia, with gangster Carlton Duquesne handling protection for the operation. Bruce Wayne, Batman's public identity, begins a romance with Kathy Duquesne, Carlton's daughter. As Batwoman raids the facilities tied to the weapons, Batman works to shut down the sale and bring the new vigilante under control.
