Plot summary
Dave Fishwick has built up a business in Burnley, a town in the north of England. When local families and firms are refused loans by the banks, he lends them his own money, and all of them pay him back. He decides to set up a community bank that would give its earnings to charity. A young London solicitor, Hugh Stockwell, is sent by his firm to Burnley to advise Dave on his application to the Financial Regulations Board. Britain has not approved a new bank in more than a hundred years. Hugh plans to talk Dave out of the scheme, but Dave says he expects a refusal and wants the Board to justify it in public. Hugh agrees to draw up the paperwork. His boss, Clarence, supports him and warns him the Board will fight dirty.

- The film's opening disclaimer calls it "true(ish)": some of the locations are real, and scenes were even shot in Dave Fishwick's own home, but much of the story is fictional.
