Plot summary
Idaho is not yet a state, and Hammond, who owns the stagecoach line in Crescent City, wants to keep it that way. His gang raids settlers and citizens to prevent the order that statehood would bring, while the town marshal can act only inside the town limits. Randolph Meredith, who runs the local newspaper and endorses statehood, wears a black costume and mask as the Black Whip to oppose him, and he is killed. His sister Barbara, skilled with a bullwhip and a pistol, puts on the same costume and takes the name for herself, striking at Hammond's gang whenever it moves. A government agent, Vic Gordon, arrives in town undercover and offers his help to the masked figure.

Did you know?!Facts and trivia about Zorro's Black Whip (1944)
Can contain spoilers, watch the movie first.
- Zorro's Black Whip was made after 20th Century-Fox's 1940 remake of The Mark of Zorro to capitalize on it, but Republic Pictures could not use the character of Zorro himself; despite the title, the heroine is called The Black Whip throughout.
- Parts of Zorro's Black Whip were reused as stock footage to pad out later Republic serials, Don Daredevil Rides Again (1951) and Man with the Steel Whip (1954), even though both of those later serials had male leads.
- 1944 was the last year Republic Pictures followed its pattern, kept since 1938, of releasing two 12-chapter and two 15-chapter serials a year; Zorro's Black Whip was one of the two 12-chapter serials that year.
