Plot summary
Sheriff Hall and the small alien H7-25, who travels under the name Charlie Warren, have spent a long time on the move because the military keeps coming after the boy. They arrive in Munroe, a city where vandalism and armed robberies have gone unchecked because it has no sheriff. Charlie wants to stay, and Hall reluctantly takes the post, with help from the mayor, Howard, and a local radio jock. Word of the new sheriff's fists spreads quickly among the town's thugs. A task force of hostile aliens has also come to Munroe to enslave mankind with hypno-wave devices and androids, and they already control the local authorities and a military installation.
