Plot summary
DEA agents Mike Ryan and John Grogan are sent to Seattle for a raid on Victor Chow, a triad boss. Chow meets an associate named Tang to show him a drug he has created, and the meeting turns into a gunfight. Chow escapes and kills Grogan, and Ryan is pulled off the case by his superiors. He goes after Chow on his own. In Hong Kong, rival crime bosses decide Chow has grown too big and order a hit on him. Ryan visits a nightclub Chow owns, where he meets Jade, a woman who knows a great deal about the kingpin, and hears from Detective Fong, an old acquaintance who wants him out of his jurisdiction.

- Villain Victor Chow's lair was the SS Prince George, a passenger ship turned floating hotel docked at Britannia Beach, and the fiery explosions of the finale were not meant to damage it. In October 1995 two fires broke out onboard, badly damaging the ship, which started listing.
- About a third of the way into the original Hong Kong shoot, the inexperienced producers ran out of money, filming was suspended, and they fell out with Logan, who had relocated to Hong Kong to write the screenplay and help with sales.
- Robert Vince of Keystone Entertainment bought out the original investors and, using Daniels' appeal and a sizzle reel from the original footage, raised money for a new shoot; all the Hong Kong material was discarded and the film redone from scratch from the outline of Logan's script.
- Logan only learned at the American Film Market that the film, then still called Tiger Storm, was being finished; he complained at the producers' booth about not being paid for his story and was immediately cut a check.
- Gary Daniels choreographed the fight sequences himself and asked the production to bring Ron Yuan over from Los Angeles to play the villain's main henchman, the two having become friends while working together on Ring of Fire.
