Plot summary
In a dystopian Japan, a virus turns people into monstrous creatures called Engineers, which sprout biomechanical weapons from their injuries. The scientist who made it is known as the Key Man, and to deal with his creations the Tokyo Police Force forms the Engineer Hunters, a private quasi-military squad that keeps order through violence, sadism and streetside executions. Ruka is one of the Hunters, a lone officer who hunts them with a samurai sword. She is also fixated on the assassin who shot her father, an old-school officer, in daylight. A new case leads her toward the Key Man, the scientist behind the Engineers.

- Yoshihiro Nishimura shot and completed Tokyo Gore Police in just two weeks, and it became his first commercial film.
- Tokyo Gore Police is a remake of Anatomia Extinction, an independent film Yoshihiro Nishimura made many years earlier, which won the Special Jury Award in the Off Theatre competition at the 1995 Yubari International Fantastic Film Festival.
- The film's comical, satirical television commercials were filmed by Noboru Iguchi and Yūdai Yamaguchi, who suggested it to give the film a different flavour and balance its darker tone.
