Plot summary
In Roman Britain, the Iceni live under the rule of Rome. Queen Salina, bound by her father's wishes, consents to share power over Icena with Justinian, a Roman commander. Druids who want the invaders gone are angered by the arrangement, and so are Romans who would govern with more force than Justinian does. Salina and Justinian fall in love while they rule together. Anger at the settlement builds on both sides, and the Druids and those Romans begin to work against the two rulers. Justinian owes Rome his loyalty, and he loves Salina, and the two things pull against each other.
