Plot summary
The Independent Commission Against Corruption is set up in 1970s Hong Kong to break up a corruption syndicate run by British government officials. Senior Investigator Liu Qi Yuan is one of its top investigators. In 1976, Henry Cheng cannot find engineering work in the city. He meets the property developer K.K. Zeng, who comes from the same region of China, and Zeng brings him into a con against one of his wealthy acquaintances. The two make a million Hong Kong dollars from it. They go into business as partners, make more millions in real estate, and Henry founds the Carmen Century group, moving into other ventures. He drives up the group's share price and uses the inflated stock to secure loans for its growth. He becomes a celebrated figure in the city's high finance.
