Plot summary
Firefighters David and Clank, both veterans of Vietnam, are called to a Pennsylvania farmhouse where a man has killed his wife and burned the place down. David's pregnant girlfriend Judy, a nurse, is called to Dr. Brookmyre's office, where the arsonist's burned children are being treated, and soldiers under Major Ryder seize the building. Days earlier a plane carrying an Army bioweapon went down near Evans City, and the virus it released, code-named Trixie, reached the town's water supply. It is highly contagious; victims die or turn murderous. Colonel Peckem and Dr. Watts, one of the virus's creators, arrive to halt its spread and seek a cure, and the town comes under martial law, with residents herded into a high school.

- Producer Lee Hessel, who owned Cambist Films, agreed to finance the film only if George A. Romero rewrote McCollough's screenplay to focus on the military takeover of the town, which took up only the script's first 10 to 20 pages. Romero agreed and rewrote the script.
- The closing credits song, "Heaven Help Us", performed by Beverly Bremers, was the first recorded song Melissa Manchester wrote with lyricist Carole Bayer Sager.
