Plot summary
As a young veterinarian intern, David Kellum discovers during a class that he can read and control other people's minds. Moving from his country home to the city for his studies, he is overwhelmed by the many voices pressing on him. He stops a gunman during a store robbery, and Police Commander John Forrester, watching the security tape, tells him he is a Scanner and that others share his abilities. Forrester asks David to help track down elusive criminals, and David agrees. Forrester introduces Peter Drak, a second Scanner, and teaches David techniques using Drak as a test subject. Drak resents David and moves to harm him, but is injected with Eph2, a calming and addictive variant of Ephemerol that Forrester warns David never to use.

Can contain spoilers, watch the movie first.
- When original Scanners effects artists Chris Walas and Stephan Dupuis were unavailable, Mike Smithson took over the effects team on a rushed two-month schedule and pared the effects down, because the script called for more head explosions than the team could manage, forcing them to find other ways to show Scanner powers.
- The film was shot in Montreal in December 1989, and during the eleven-week shoot temperatures dropped to forty degrees below zero, shutting production down for a day.
- Scanners II: The New Order was the theatrical directorial debut of cinematographer Christian Duguay, who until then had mostly directed episodes of the TV series Crossbow.
