Plot summary
By 2013 capital punishment has been abolished, and the world's prisons are overflowing with men the authorities call dangerous. With no room left for them, the United Nations blue helmets, acting on a directive from a central world government, gather a group of outlaws and take them by force to Novaya Zemlya, a deserted island. There the authorities mean to carry out a social experiment, and the prisoners are the experiment's subjects.
