Plot summary
Anton Seaberg, a Russian ex-communist crime lord who has settled abroad, holds plutonium that was taken out of Chechenia with the aim of selling it to terrorists. Two officers, Kit Adrian and Jay Flowers, work undercover as former convicts inside his circle, and their captain, Rick Sands, permits them to go to unusual lengths, even to kill other criminals, to stop the sale. Simi Aberts, an FBI agent watching Seaberg without knowledge of the operation, is seized. Kit also becomes involved with Lena, the daredevil wife of Rolfe, the torturer and executioner whom Seaberg relies on. The plutonium is set to change hands in a multi-million dollar arms deal among several mob factions.
