Plot summary
Kate Macer runs the FBI's kidnap response team in Phoenix. After her squad raids a drug den in Chandler and finds bodies sealed inside the walls, she is recruited to a special operations group run by Matt Graver of the CIA. Graver says the goal is to take apart a Mexican cartel, starting with Manuel Díaz, and he wants Kate for her knowledge of tactical procedure. She accepts, believing the work will do more against the drug trade than her unit's piecemeal cases. The team crosses into Ciudad Juárez to extradite Díaz's brother Guillermo, and Kate sees methods that are not legal and is told only what she needs to know. A third member, a man she knows only as Alejandro, keeps his past to himself.
