Plot summary
Captain Dodd tells Raynor, a veteran undercover narcotics officer in the refinery town of Katterly outside Houston, to pick a partner from the newest police academy class. Raynor picks Kristen Cates, the only woman among them, and Dodd approves. Raynor explains that they will work deep undercover and depend on each other to stay alive. Cates insists she can do whatever the job takes. At his apartment he teaches her to inject drugs, saying the powder is harmless, and warns that dealers will expect her to use them; faking it would get them both killed. The operation's main target is local businessman Will Gaines, whom the chief of police insists is the town's drug boss and who trusts neither of them. Cates is put in a position where she must inject in front of a dealer.
