Plot summary
Judge, a Vietnam veteran, returns to Oakland and finds a city where African Americans face police discrimination and violence. Cy, a friend of his, describes a vigilante group that is forming to stand up to the police, and he brings Judge to meet the two men who lead it, Bobby and Huey. Judge joins their movement. Their group is the Black Panther Party for Self-Defense, formed in Oakland in the middle of the 1960s. The semi-fictionalized account compresses roughly three years of the party's history, from 1966 to 1968, and at points uses black-and-white historical footage. Police pressure falls on Judge to inform against Huey.
