Plot summary
Gracie Hart is a special agent for the FBI, tough and uncouth, and an error in judgment during a sting lands her on desk duty. When a domestic terrorist calling himself the Citizen threatens the Miss United States pageant in San Antonio, her colleague Eric Matthews takes charge of the case. No female agent fits the pageant's requirements, so Gracie becomes the bureau's contestant, replacing Miss New Jersey. Pageant coach Victor Melling teaches her to dress, walk and speak like a contender, and she registers as Gracie Lou Freebush. Among the other women she meets Cheryl Frasier, Miss Rhode Island. The pageant's director, Kathy Morningside, and its veteran host, Stan Fields, give the agents access to the event.
