Plot summary
A waitress walking home in New York City is set upon by two muggers and turns to a police officer for help. He breaks her neck. Over the next two nights the same uniformed figure kills again. Lieutenant Frank McCrae takes the case, and his superiors order him to keep quiet the witnesses who say the killer wore a police uniform. He gives the story to a journalist, and the city panics: frightened civilians shoot patrolmen, and people avoid the officers on the street. A young patrolman, Jack Forrest, is arrested as the chief suspect.
