Loaded Weapon 1 (1993) on Netflix

Plot summary

Billie York, a Los Angeles detective, is killed by a man known as Mr. Jigsaw over a microfilm she kept, which holds the recipe that turns cocaine into cookies. The case goes to Wes Luger, York's former partner, a man close to retirement, though Captain Doyle has already dismissed the death as a suicide. The job comes with Jack Colt, a policeman worn down by the work whose dog Claire has recently gone missing. Questioning Harold Leacher, the two hear that Mortars, Colt's commanding officer in Vietnam, sits at the head of the operation, and that the finished cookies would reach households nationwide through the Wilderness Girls cookie drive.
