Plot summary
Mike Rhodes, who is running for mayor of Los Angeles, and his wife Kelly come home late after a public event and are set upon by a gang of thugs. Mike is taken away, while Kelly is shot at and pulls the mask off one of the attackers. A gun-wielding woman appears, kills two of the intruders and leaves. Because Kelly can identify a face, the police place her on the protection list and keep an officer with her through the investigation. Elsewhere in the city Ruger, a former narcotics officer who quit the force after a mission went wrong and her partner was killed, now makes her living as a bounty hunter and keeps after the man responsible.

- Steve James was set to play a male loner opposite Sybil Danning and shot promotional photos with her, but delays filming American Ninja 3 in South Africa kept him out, so the script was rewritten and his part split into the mayor and a police detective.
- Sybil Danning hosted wraparound segments for old action films that International Video Entertainment repackaged as Adventure Video; the tapes sold so well that she talked the distributor into financing L.A. Bounty, keeping a stake through Adventuress Productions.
